First Solar Stalled by Lower Demand

They called it Project Cookie.

For months in late 2010 and early 2011, it was Mesa's most closely guarded secret. The code name would appear in carefully worded City Hall memos and e-mails or be uttered softly out of public earshot.

The subject of Project Cookie wanted it that way, because it was involved in high-stakes, multistate negotiations to figure out where best to spend $300 million on a new factory that would offer 600 jobs at first and maybe thousands more over time.
